Base Access Policies

  • PURPOSE: Base Access Control is designed to restrict and/or control entrance to properties and/or installations to only those authorized persons and their guests. Persons authorized for access will be either escorted or unescorted.
  • BACKGROUND: Section 1069 of the 2008 National Defense Authorization Act (NDAA), now Public Law 110-181, establishes the standards required for entry to military installations in the United States. The Secretary of Defense has directed all military installations in the United States to comply with Directive-Type Memorandum (DTM) 09-012, Interim Policy Guidance for DoD Physical Access Control.
  • REAL ID Compliance: The REAL ID Act, passed by Congress in 2005, enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses.” The Act established minimum security standards for license issuance and production and prohibits certain federal agencies from accepting for certain purposes, driver’s licenses and identification cards from states not meeting the Act’s minimum standards. These purposes are:
    • Accessing certain federal facilities
    • Boarding federally regulated commercial aircraft
    • Entering nuclear power plants

 

  • WHAT IS DBIDS?
    • DBIDS is a Department of Defense owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations.
    • DBIDS is a networked database system designed to easily verify access authorization of personnel entering military installations by using a barcode and fingerprint biometric identification.
    • Once you are enrolled in DBIDS, you are continuously vetted to ensure you continue to meet the requirements to enter a military installation.
